This is a feature that is enabled by default in Windows Vista. You can also turn it off or on. To turn off this feature, perform the following steps:

1. Click Start button , click Control Panel.
2. Click Appearance and Personalization.

4. Click on the Start Menu tab and then click on Customize...

5. From the Customize Start Menu dialog box, under You can customize how links, icons, and menus look and behave on the Start menu, click to remove the check mark from the Open submenus when I pause on them with the mouse pointer.
