Turn off auto-hide to make the taskbar appear permanently on the desktop in Windows Vista

When you have the Auto-hide the taskbar option turned on then the taskbar will get displayed only when you hover the mouse over the portion of the screen where the taskbar is present. By default, the taskbar appears at the bottom of the screen, you may also move the taskbar to the left, right, or top of the screen.
You may perform the following steps to make the taskbar appear permanently:

1. Click Start button , click Control Panel.
2. Click Appearance and Personalization.

3. Click Taskbar and Start Menu to open Taskbar and Start Menu Properties dialog box.

4. Clear the Auto-hide the taskbar check box.
5. Click Apply.
6. Click OK.

Shortcut

You may open Taskbar and Start Menu Properties dialog box by right-clicking on an empty-space on the taskbar and clicking on Properties.
